Mahabbat Qarabagli was born in the district of Bolnisi in the Georgian Republic on 5 May 1941. He graduated from the Azerbaijani State Pedagogical University in Baku in 1966 and is a historian and philologist.

Executive Committee
The Mingechevir town executive committee has been established as a government body of the town in accordance with the Azerbaijani presidential decree “On the improvement of the structure and activity of government bodies in Azerbaijani settlements, towns and districts” No 372 dated 18 October 1991. The executive committee has been functioning since the decree was issued.
The head of the executive committee carries out executive activities in line with the Azerbaijani Constitution, laws, presidential decrees and orders and resolutions by the Cabinet of Ministers. He/she ensures that citizens’ rights and freedoms and legal interests are protected and that the town’s economy and social and cultural life is fully developed. He/she also coordinates state and local interests.

current head of the Mingechevir executive committee is Mahabbat Ismayil
oglu Qarabagli, who was assigned by a presidential decree dated 28 June

Qarabagli worked as a teacher at secondary schools, became a principal at a school, was appointed as head of the education department of the town in 1966-1977, was first deputy of the chairman of the executive committee of the people’s council of the town in 1982-1990 and the chairman of the mentioned executive committee in 1990-1995. He is a father of three: two sons and a daughter.
The first deputy head of the town executive committee is Ramiz Cahandar oglu Goyusov, who has been holding the position since March 1997. Goyusov was born in 1954.
The deputy head of the town executive committee for logistics is Vahid Tanriverdi oglu Tapdiqov, who has been in office since August 1999. Tapdiqov was born in 1947.
Ali Heybat oglu Qaniyev is the deputy head of the town executive committee for social and economic issues. Qaniyev, who was born in 1949, was appointed to this post in August 1999.
The deputy head of the town executive committee for education, health and culture is Bayram Agamirza oglu Mustafayev. Mustafayev, who was born in 1947, was assigned to the position in November 1993.
